Place bulgur in a 1-quart bowl and cover with the boiling water. Let rest 30 minutes. Drain. Place bulgur with all remaining ingredients except bread crumbs and oil in a blender or food processor. Puree to a smooth paste. Shape 1/2 cup into a patty and pat on bread crumbs; repeat with remaining mixture. Chill for 1 hour. To cook in a skillet, heat oil over medium heat, add burgers to skillet and sauté for 7 minutes. Turn burgers over and sauté on second side for 3 minutes. To grill, place patties over heated barbecue, cook for 3 minutes and turn to cook on second side for 3 minutes.
