In a large mixing bowl, pour the boiling water over the bulgur and let the mixture sit until it's lukewarm, about 15 minutes. Add the seeds, oats, salt, eggs, oil, honey, sugar, yeast and enough flour to make a soft dough. Knead the dough on a lightly oiled surface until it is smooth, then place it in a lightly greased bowl, cover the bowl and allow the dough to rise for 1 to 1-1/2 hours, or until it has doubled in bulk.
