  1. Sift together dry ingredients. Cut in the shortening (criss-cross two knives or use back of fork.)Stir in milk and bulgur. Turn out on lightly-floured board; knead 10 times. Pat or roll out about 1/2" in thickness. Cut with floured biscuit cutter or a knife into 2" squares. Bake on greased sheets in 375° oven about 25 minutes or until lightly browned.
